The Winter Cold Shelter program provides low barrier overnight shelter and wrap around services in a night-by-night model.
This program is available to all adults (men and women, 18+) from November 1 – March 31 annually.

The line starts daily at 5pm with intake at 5:30pm at our facility, located at 436 W. 13th Street, Covington, KY 41011.
Priority is given to those with Kentucky IDs in-hand. Remaining beds will be assigned on a first-come, first-served basis.
After 5:30pm, please call ahead to check bed availability at (859) 291-4555.

Program Information
Guests of the overnight Emergency Shelter or Winter Cold Shelter programs are provided a safe environment to sleep, two meals per day (evening and morning), showers and self-service laundry, clothing, computer workstations, cell phone charging stations, free Wi-Fi, access to a secure courtyard, onsite healthcare clinic, and referrals to supportive community partners.
This night-by-night crisis sheltering model gives our guests with a voice and a choice in accessing services, without requiring a commitment to programming, allowing adults to drop in whenever they need us most.

ESNKY recognizes that not all guests are chronically homeless or require long-term support. Many individuals can self-resolve their housing situations with the right short-term assistance.
This program is available year-round to adult men 18+ (and those who identify as men).

To participate in the RISE Program, guests must be newly employed or actively seeking employment, work on a housing exit plan, and commit to opening a bank account and starting financial literacy activities. Guests must have stayed in the Emergency Shelter program for at least fourteen nights, and in most circumstances, are required to have a Kentucky State ID.

The Navigation and Engagement Center is the hub of community resources, social interaction, and care coordination. Our low barrier model welcomes our guests to work with care coordinators and community partners to connect with public benefits, health services, recovery, housing solutions, and government resources when they are ready.
This program is available to guests that access overnight services as well as guests who access daytime services, such as the Shower & Laundry Program.

The Daytime Shower & Laundry Program is available to adults who have not accessed overnight services the night before. This program operates daily from 10am-4:30pm. When entering the Navigation & Engagement Center, guests can sign up to use a self-service laundry machine and take a shower.
ESNKY provides guests with personal toiletries and basic necessities to maintain their personal hygiene. Towels, washcloths, and laundry detergent are free. ESNKY recognizes that providing these items is essential for any adult, whether they are accessing overnight shelter programs or not.

The ESNKY Healthcare Clinic provides urgent care services for our guests to meet their immediate medical needs. The Clinic is available to overnight and daytime guests accessing onsite services.

Medical professionals treat patient concerns such as wound care, athlete's food, communicable diseases, blood pressure checks, diabetes, muscle strains, heart conditions, and vaccination clinics. ESNKY’s Healthcare Clinic operates during select hours in the mornings and after-hours. The Clinic schedule is posted in the Navigation & Engagement Center for guests to view.

ESNKY’s Steet Outreach Workers operate out of our bus throughout Covington and Kenton County. We provide our services at feeding sites, parks, bus shelters, and other places not meant for human habitation.

Through consistent contact at designated locations, the team builds trust, learns about the needs of those served, and allows individuals to meet at their own comfort level. Street Outreach Workers make referrals to the Navigation & Engagement Center, Emergency Shelter, RISE Program, and Shower & Laundry Program.

We are committed to providing a compassionate and inclusive environment for all.
• Guests must be able to complete activities of daily living and personal care tasks (i.e. using the restroom and showers) without assistance.
• All guests must agree to community guidelines and code of conduct.
• Anyone entering our facility is subject to a bag search and metal detection wand at the door.
• Guests are limited to two small bags that may be brought into our facility.
• Amnesty safe available for storage of personal protection items.
• Open containers are not permitted.
• For overnight shelter: Guests will be assigned a large locker near their bed. All belongings must fit inside one locker. These lockers are for overnight storage only. Guests are limited to two bags that may be brought into our facility.
• For daytime services: Personal lockers and cell phone charging lockers are available while a guest is in the building.
